Because I know there's been some confusion about a couple of things, I figured I'd put a bunch of extra information I was silly enough to omit mostly because I forgot, there's a lot of stuff I've got plotted for this universe and some of the important rules buried under walls of texts of me rambling. So here we go. This'll be updated as I go, but I'll make sure to bump it every time it is.
HOW MANY POKEMON CAN WE START OUT WITH?
You are allowed one Pokemon[ off the get go. The only ongoing exception is that canon characters – the Dex Holders – start off with two. These Pokemon can be any stage one or stage two Pokemon, even if they are fully evolved at their second form. So here's what you can do and can't do.
Bulbasaur – a-okay.
Ivysaur – that's okay, too.
Venasaur – nope! It's a third stage Pokemon and is not allowed!
Lucario – this is alright, too! It's fully evolved, but it's a second-stage Pokemon.
Raichu – this is not allowed, either. Pichu may be a “baby evolution”, but Pichu is viewed as the first stage, Pikachu as the second, which means Raichu is the third and a no go.
Lugia – nope. Legendaries are not allowed to be owned by any means unless an event in the future says otherwise.
CAN MY ILLYIS CHARACTER ROLE PLAY WITH AN AKIRO CHARACTER?
This is a little less straight forward and is mentioned nowhere in the rules. Border hopping is allowed – so your Illyis character can be handing out in Akiro was a character from Akiro – but it is advised that you use it sparingly. While borders are not fool proof, the provinces don't tend to get along and mingling outside of the rare case in the Citadel is generally unheard of. However, seeing as the site's still young and some of the provinces – namely Fripperi and Nevita – are pretty much empty, if you want to thread with someone in a different province, now's your chance. Just keep some of these things in mind.
Illyis have an easier time crossing the borders than Akiro or Nevita, Nevita especially. Illyis has a lot more freedom than the other two, and this extends to border hopping. Akiro, as the rebels, have the second easiest time cross the borders whereas, in Nevita, border hoping is nearly impossible. Still a possibility, but pretty darn close to not being one. Akirans are not likely to be found in Illyis. That's basically suicide, folks. Sorry. In addition, Illyians do not like Akiran lands and tend to steer clear of them. Logically, most people are going to be entering Nevita. Also keep in mind that no one leaves or enters Fripperi. They are so cut off from the world that, unless you live in the province, almost everyone else thinks they're dead. Fripperians must interact with each other and no one else until further notice.
I SAW AN “ILLYIS HEAD”. WHAT DOES THAT MEAN? CAN I HAVE A CHARACTER LIKE THAT?
Basically what that boils down to is “what are the government positions” and “can I get them”. Before I go into detail of approximately what the positions are, let it be known that you can play any government position. You don't even have to ask me. Just be mindful of which positions are already taken and let me know if you can. I won't get on your case if you don't.
Positions in the Citadel.
The Oberste party – you know, the people who basically run the world – has a system of layers that starts in the deepest parts of the Citadel and branches out into the three main provinces. The world is essentially ruled by one dictator, the Supreme Leiter. The Supreme Leiter lives in the most top secret and secure parts of the Citadel. No Supreme Leiter has ever been assassinated, much less even physically harmed by any external force. They tend to keep an incredibly low profile, the only household common named one being the very first, Ciello Escalus. Whatever they say goes, no “if”s, “and”s, or “but”s about it. Below them is an elite group of supervisors elected by the Supreme Leiter himself, a group known as the Honorable Six, six men and woman who tend to the Leiter's needs, assist him in making decisions, and run one of the layers of the Citadel each. They make more public appearances than the Leiter, but have much less of a say than he does.
Positions in Illyis, Akiro, and Nevita.
The only notable positions are the Heads of Illyis, Akiro, and Nevita. The Heads of each province are known by the people as sort of absolute rulers, while in reality, they are more than a figure head for the Citadel. While their say goes, their say is strongly influenced by the Honorable Six, whose say is strongly influenced by the Supreme Leiter. In all actuality, they have little say over how their province is run. However, they are still a force to be reckoned with and are the most powerful people living outside of the Citadel.
Aside from the Head of Illyis, the only positions of importance are the mayors of every town.
Similarly, Akiro does not have any more notable positions, though – due to many Heads being murdered in riots – many less important government officials are stationed there to protect the head and try and keep things in line. Not that it usually works.
In Nevita, however, aside from the Head, there are two positions below it that rule the two halves of the Sinnoh Region: the West Peacemaker and the East Peacemaker. However, despite their names, peace is far from what they make. While not every one has fallen into this category, the Peacemakers tend to be rather cruel and oppressive – more so than some of the people in the Honorable Six in the Citadel – and contribute to the poor living conditions wide spread across the province.

There are none. The region is so isolated that even its own towns and cities are isolated from one another on most cases. Most populated areas govern themselves. As such, things tend to get a little chaotic.
